To change a device’s Repair settings go to its blueprint, so for example the BP_SolarPanel and in the Class Defaults find the Repair category like the image below.

Here you can change this device’s Repair settings, you can hover your mouse over each settings name to get a tooltip with more info about each setting.

Can Repair – If true the device can be repaired if its not on full health

Repair Cost – Here you can set the resource cost for repairing the device to full health

In the BP_PlayerPowerComponent Class Defaults there is a setting that controls if owners are the only ones that can repair a device.
