To change the starting quick slot amount go to the BP_PlayerInventory and then go to the Class Defaults and search for Quick Slots.

Quick Slots – This is the starting number of quick slots the player has while wearing no equipment.

Max Quick Slots – This is the max number of quick slots the character can have at once. This is due to equipment items being able to add quick slots to the player while wearing them.
